Les Rencontres - an
association of European cities and regions for culture based in
Paris, devoted its general meeting of the Rencontres Network of
elected officials to the "White Paper on the cultural
policies of local authorities in Europe", from 21 to 24 November in
Salamanca (Spain), European Capital for Culture 2002.
Work mainly covered the place of culture in the Convention on the
Future of Europe. Four workshops were held:
- Contributions to the White Paper on
Cultural Policies of Local and Regional Authorities in Europe.
Joost Smiers, Political analyst and Director of the School of Arts,
Utrecht, Netherlands was a speaker at the first workshop. He is the
author of "The role of the European Community concerning the
cultural
article 151 in the Treaty of Amsterdam - sustaining the development
of intercultural competence within Europe", a research paper which
was sent out to EBLIDA full member for information. If you require

- Education and Culture, the Teaching of the Arts;
- Culture and local & regional authorities in the context of the New
Europe;
- Culture and Proximity: network of elected officials in
intermediate structures e.g. departments, provinces, regions.
In addition, a round table discussion on "Culture in the Convention
on the Future of Europe. Perspectives" was held. After the debate
the
Salamanca Declaration and Contributions to the White Paper on
Cultural Policies of Local & Regional Authorities in Europe were
adopted.
SALAMANCA DECLARATION
Participating officials agree to develop their thoughts, exchanges,
projects and actions in a wide and general context to include,
notably:
history, memory and future the question of globalisation man's
environment and ecology
They call on the Convention on the future of Europe
to recognise and promote the full spectrum of cultures of the people
of Europe and the local and regional authorities, and these cultures
through which they express themselves and prepare for future
generations to create community programmes which provide for the
needs and policies of these authorities
At their meeting in Krakow (April 2003), Les Rencontres will publish
the Salamanca principles in the white paper and will take all
measures compatible with the spirit of the Salamanca declaration,
within the different institutions of the EU.
