One of the key elements of the PULMAN conference is to issue a Manifesto on behalf of the PULMAN network and those present at the conference, which sets out the goals for the development of public library services and to help drive forward the next phase of innovation amongst public libraries, archives, museums and other local public cultural institutions in Europe. The Manifesto is a catalyst for action in realising the goals of the e-Europe action plan.

Following consultation with the PULMAN country co-ordinators, national support groups and conference attendees, the conference text has been prepared.
