Current membership in the PULMAN Network is comprehensive with
representation from 26 European countries. The PULMAN approach is
inclusive. Participation in the Network will be extended, initially, by
establishing wider groups of activists in each country represented in the
Network.
There are 3 main groups within the PULMAN Network:

Partner Organisations
The PULMAN consortium of partners is made of 18 European-based
organisations primarily from the libraries sector. Partner
organisations are signatories to the contract with the European
Commission. The partner organisations are responsible for the
development of the PULMAN Network and achieving the goals of the
Network of Excellence.

Country Co-ordinators
Each of the 26 countries represented in the PULMAN Network has a named
"Country Co-ordinator". Some countries in the PULMAN Network
(13 countries) have "partner" organisations acting in the
role of country co-ordinator. The remaining 13 countries are
represented by other non-partner organisations.
The role of the Country Co-ordinators is to actively involve the whole
professional community concerned with public libraries, museums and
archives in the activities of the PULMAN Network of Excellence. This
will involve establishing a support group of active workers in each
country.
The Country Co-ordinators are responsible for activism, promotional,
research and dissemination activities including the following.

Establishing a support country-based support group
of activists

Making appropriate policy and cross-sectoral
contacts [e.g. in the archives and museums sectors] and developing
the public libraries ‘lobby’

Disseminating information and the results of
PULMAN as widely as possible

Organising a National Workshop
Providing input into the draft Digital Guidelines Manuals and
organising translation of the Guidelines
-
Promoting participation in project-level, training
and awareness-raising workshops and the PULMAN Policy Conference
-
Stimulating and co-ordinating contributions to
PULMANweb, including updated reports on public library policies,
best practice and learning initiatives in their own country
