In January 1998, France adopted a general plan to enter the Information Society, called the Programme d' Action Gouvernemental pour la Societe de l' Information (PAGSI). The Libraries were involved in digitising cultural heritage and providing access to new information technologies.

The German national initiative “Bibweb – the Internet Training for Public Libraries” created a distant Internet learning tool for library staff to acquire and develop Internet competencies.

Ireland
Equalskills 
Aims to allow as many people as possible to experience computers and the Internet, facilitated through a network of local access points, support groups and training organisations.

Ireland has established a pilot adult guidance service, which focuses on urban and rural areas. This initiative will explore the scope of developing a national web site of learning opportunities, which can be updated an accessed locally. It will provide telephone hotlines as well as IST information points in libraries.

E-learning for older people (Wexford Public Libraries)
A library club for older people: it meets informally once a week and for a structured activity once a month. At other times, members are scheduled for ICT learning in computer use, e-mail and e-information learning in the library. The second phase of the programme is developing mentors within the group. CREMISI
Aimed to create a network of multimedia halls in twelve National Libraries, focusing on providing training courses either for librarians, workers and citizens. It ended in 2000. An extension of CREMISI, the ABSIDE project has just been approved in the framework of the EQUAL Programme. The project aims to test how new models based on training services offered by libraries, integrating training and accompanying measures, can support activities targeting discrimination and exclusion problems. The project targets both librarians and end-users.
